Incident: Disorderly Conduct / Resisting Arrest
Date of Incident: 8 August 2017
Location: 200 block of Cedar Way, Salisbury, MD
Suspect: Raymond Warren Mathis, 28, Salisbury, MD
Narrative: On 8 August 2017 at 8:52 a deputy responded to a reported altercation at a residence in the 200 block of Cedar Way in Salisbury. Upon arrival the deputy met with a subject later identified as Raymond Mathis standing in the front yard. The deputy found that Mathis was involved in the altercation and detected a strong odor of an alcoholic beverage emanating from Mathis. Instead of cooperating with an investigation as to what caused the deputy to respond in the first place, Mathis went on a profanity laced tirade that ultimately drew neighbors out of their homes to see what was going on. After refusing multiple attempts to calm down, the deputy placed Mathis under arrest.

Instead of cooperating with an investigation as to what caused the deputy to respond in the first place, Mathis went on a profanity laced tirade that ultimately drew neighbors out of their homes to see what was going on. After refusing multiple attempts to calm down, the deputy placed Mathis under arrest.
Following his arrest, Mathis became non-complaint and continued his belligerent profanity laced yelling and physically struggled against the efforts of the deputy to transport him back to the Sheriff’s Office. At one point Mathis attempted to place his hands on the deputy.
Mathis was brought to the Central Booking Unit where he was processed and taken in front of the District Court Commissioner. Following an initial appearance, the Commissioner detained Mathis on a bond of $3,000.00 in the Detention Center.

Incident: Possession of Marijuana with the Intent to Distribute
Date of Incident: 8 August 2017
Location: N. Salisbury Blvd at North Pointe Drive, Salisbury, MD
Suspect: Dennis William Joynes, 35, Felton, DE
Narrative: On 8 August 2017 at 10:27 PM, a deputy stopped a Land Rover operated by Dennis Joynes after observing there was no registration displayed on Joynes’ vehicle. Upon making contact with Joynes, the deputy detected an odor of marijuana emanating from within Joynes’ vehicle. During a subsequent search the deputy located a jar that held approximately 85 grams of marijuana along with equipment that could be utilized for marijuana cultivation.
The deputy placed Joynes under arrest and transported him to the Central Booking Unit where he was processed and taken in front of the District Court Commissioner. Following an initial appearance, the Commissioner detained Joynes in the Detention Center in lieu of $5,000.00 bond.
