Incident: Possession with intent to distribute heroin
Incident: Possession with intent to distribute heroin
Date of Incident: July 24, 2017
Location: Eastern Shore Drive@ Clemwood Street
Suspect: Richard Lemuel Kelly, 42 of Salisbury, MD
Narrative: On July 24, 2017 a Deputy from the Wicomico County Sheriff’s Office Community Action Team (CAT) conducted a traffic stop in the area of Eastern Shore Drive and Clemwood Street in Salisbury, Maryland. During the course of the traffic stop, a K-9 scan was conducted around the outside of the vehicle, which resulted in a positive alert on the vehicle. During a search of the vehicle and Richard Kelly, a total of 5.5 grams of heroin along with 7 individually wrapped folds containing more heroin were located. The driver, Richard Kelly of Salisbury, MD, was arrested and released to the Wicomico County Detention Center. Kelly is currently being held on $15,000 bail.
Charges: Possession with the intent to deliver Narcotic, and possession of heroin.
